Terms of Reference for Project Implementation Unit (PIU)

1. BACKGROUND
The African development bank approved a grant for the republic of Sudan to implement the building capacity for inclusive service delivery project (BCISD). The project aims at building governance. Institutional   and human resources capacities of the ministries of welfare and social security (Mo WSS) and health (MoH) at federal. State and locality levels and developing human capital at the community level in order to improve employability. Create jobs and expand access to coverage of tailored safety nets and health services for the poor especially women and youth. The project particularly targets the north Kordofan, White Nile states, and the national health insurance Fund (NHIF) within the MoWSS, at the community level. The project with initiate and support skill development and entrepreneurship initiatives to gradually empower the poor and vulnerable for gainful employment and poverty reduction.
Recruitment of monitoring and evaluation officer
1.It is against this backdrop that he Building Capacity for Inclusive Service Delivery project (BCISD) recruiting a monitoring and evaluation officer. To be responsible for the project M&E functions, the successful candidate will be based in Khartoum and attached to the project implementation Unit of the BCISD project where he/she will report directly to the project manager.
2.DUTIES AND RESPONSIBILITIES :
The monitoring and evaluation officer will perform the following duties:
•Monitoring project progress, and evaluation disseminating evaluation results and other finding.
•Develop monitoring and evaluation plans to effectively analyze and present project results in a synchronized manner.
•Develop tools and process that support quality project monitoring and evaluation, meet international standards and comprehensively analyzed project output.
•Build up process, tools and instruments, and ensure that proper and establish standards for monitoring and reporting.
•Use of agreed performance measures and ensure as described in the project results based logical framework.

Experience working with high level government official s and business executives
Excellent communication skills (including oral, written and presentations skills).
Good interpersonal skills including diplomacy. Tact and ability to negotiate and influence Excellent command of written and spoken English.
4.REPORTING OF REQUIREMENTS:
As part of the assignment, the monitoring and evaluation officer will prepare monthly quarterly and annual M&E reports.
5.DURATION OF THE WORK:
The contract is for a period of three years, which is renewable at the end of the each year based on performance of the incumbent to the satisfaction of the project management.

Recruitment of a project secretary
1.The project is seeking a qualified candidate to fill a position of project secretary, the position  is based in the project implementation Unit(PIU) in Khartoum .
2.DUTIES AND RESPONSIBILITIES:
1.Organize the day-to-day schedule of the PIU staff and activities.
2.Initiate, prepare and keep in charge of PIU regular and frequent events like meetings, workshop and seminars.
3.Shorthand, record, distribute of all meetings minutes and findings.
4.Maintain different program and operation software and hardware records including filing system.
5.Assist the PIU manager in organizing and prioritizing of the PIU daily working schedules.
6.Perform different secretary work like typing, photocopying and filling the necessary documents.
7.Respond to different incoming and outgoing quarries between different projects sites.
3.QUALIFICATIONS REQUIRED:
University certificate in secretary, public relation, business administration or other relevant field
1.At least 5 years of excessive experience in secretary, public relation or international relation.
2.Fluent in both English and Arabic languages knowledge of shorthand is an asset.
3.Excellent computer skills especially in office application.
4.REPORTING REQUIREMENTS:
The project secretary is reporting directly to project implementation Unit manager.
5. DURATION OF THE WORK:
The contract is for a period of three years. Which is renewable at the end of the each year based on performance of the incumbent to the satisfaction of the project management.

Recruitment of a project communication secretary
1.The project is seeking a qualified candidate to fill a position of project communication secretary; the position is based in the project implementation Unit (PIU) in Khartoum with frequent travel to field where applicable.
2.DUTIES AND RESPONSIBILITIES:
1.Take charge of development and corporate communication of project.
2.Design and lead informative production of messages on project profile, objectives, vision, mission and principles.
3.Establish effective communication and contact with the PIU and states offices.
4.Follow-up states, requests with PIU and relevant services provides at Khartoum state level.
5.Implement instructions set out by White Nile and north Kordofan state coordinators.
6.Perform any other duties as per monitoring and evaluation officer and request.
7.Maintain and publish necessary document, products, and reports, visual or audio materials for different projects interventions as necessary.
3.QUALIFICATIONS REQUIRED:
1.University certificate in public relation, communication, business administration, or other relevant fields.
2.At least 6 years of excessive experience in secretary, public relation or international relation.
3.Fluent in both English and Arabic languages.
4.Excellent computer skills.
4.REPORTING REQUIREMENTS:
The project communication secretary is reporting directly to project Implementation Unit Manager in Khartoum.
5.DURATION OF THE WORK:
The contract is for a period of three years, which is renewable at the end of each year based on performance of incumbent to the satisfaction of the project management.

•Devise terms of reference for carrying out base line studies as well as routine and periodic monitoring of outputs and outcome Document and disseminate activities and accomplishments of different interventions in the form of reports and oral presentations
•Conduct project surveys for impact level indicators lead field testing data collection and analysis of all projects and report findings Conduct appropriate analysis including the use of complimentary data sets and secondary analysis
•Draft edit and produce written briefs or reports on project as necessary to promote project objectives and disseminate information to stakeholders
•Identify and analyze factors for project success or obstacles to meeting objectives and in liaison with project management teams identify define and validate the performance measures most appropriate and useful to project management
•Evaluate what works and why as well as what does not work and unintended outcomes
•Support the project manager in monitoring and reporting project outcomes and ensure that findings from monitoring and reporting exercises are of high quality and are communicated to internal and external stakeholders effectively
•Develop and institutionalize appropriate systems and tools for data quality assurance melding the consistent
•Provide timely support to the project team on monitoring and evaluation produce regular reports and respond to information requests
•Collect and track project information and national and state level
•Maintain data collection system ensuring that all necessary information form routine reporting are collected analyzed and used in guiding internal project planning and evaluation
•Carry out any other relevant duties that may be assigned by the project manger
QUAIFICATINS
The Monitoring and Evaluation officer will have at least
-At least a Master degree in economics Management finance or commerce or public Health
-Bachelor’s Degree in Commerce finance Economics Mathematics Health sciences
-At least seven (7) years of proven experience with:
-The logical framework approach and other strategic planning approaches
-M&E methods and approaches (including quantitative qualitative and participatory)
-Planning and implementation of M&E systems
-Information analysis and report writing
-Experience working with donor funded programs
-Familiarity with statistical/econometric software (e.g. PCGIVE, EVIEWS. STATA. Etc.) and ability to use the same for analyses

Recruitment of a project Administrative Secretary
1.The project is seeking a qualified candidate to fill a position of project Administrative  Secretary the position is based in the project Implementation Unit (PIU) in Khartoum with frequent travels to the field where applicable
2.DUTIES AND RESPONSIBILITIES
•Organize the day to day operation scheduled activities in the PIU
•Establish of contact directory to cooperate with different project stakeholder
•maintain  the storage of project assets and inventories at both PIU and State levels
•Receive and control the PIU consumptions fuel lubrications electricity water etc.
•Mentor and perform between African Development Bank and the PIC in term of recommendations follow-up
•Receives request from State coordinators in performing and follow up specific tasks related to static offices in collaborations  and coordination with the communication officer
•Undertake responsibilities in visits arrangements visa issuing travel permission flight booking and hotel reservation
•Perform any other duties as per management directions and request
QUALIFICATIONS REQUIRED
-University certificate in public relation business administration communication or  other relevant field
-At least 6 years of excessive experience in secretary public relation or international relation
-Fluent in both English and Arabic languages
-Excellent computer skills

The project administration Secretary is reporting directly to project Implementation Unit Manager in Khartoum
